He brought a "Proposal on Rare Disease Diagnosis and Management Legislation" this time. Representative Weidong Wang believes that it is imperative to comprehensively improve the diagnosis and treatment and management of rare diseases in our country and to implement rare disease legislation. It is reported that there are more than 20 million rare disease patients in China, and only 5% of the patients receive effective treatment. The diagnosis and treatment of rare diseases is a huge systematic project. The existing laws and regulations are lacking and incomplete. The definition, discovery, identification, release, diagnosis, treatment, drug research and development and supply, medical security and other aspects of rare diseases lack legal definitions, constraints and guarantees. To this end, Representative Weidong Wang suggested legislation on the diagnosis and management of rare diseases.
Representative Weidong Wang believes that the main content of rare disease diagnosis and treatment and management legislation should include the definition of rare diseases, the identification and release of rare diseases, the planning, construction and management of rare disease diagnosis and treatment systems, and the R&D, production, supply and incentive policies of rare disease drugs and medical devices, the supporting medical security system, the division of labor among the relevant departments of the State Council, and the guarantee of financial funds.
Proposing motions and proposals is an important way for representatives to perform their duties and play their roles. As the representative of the 13th National People's Congress, Weidong Wang has submitted 12 proposals to the National People's Congress for 4 consecutive years, involving rare disease legislation, drug review and approval system reform, supply-side structural reform of the pharmaceutical industry, tax collection and management, environmental protection and other related fields.
